Clinical Service Lead
The post holder will support the local GP Clinical Lead and Head of Operations in the delivery of Out of Hours clinical service provision. The post holder will provide operational and professional clinical leadership to an integrated team ensuring that processes are in place to support the achievement of organisational goals, a culture of patient safety and high standards of care delivery.
An integral part of the role is to ensure that the clinical service provision across the region is of the highest quality and offers maximum effectiveness in meeting patients’ needs and expectations therefore clinical visibility and practice will be required during the In and Out of Hours period.
The post holder will liaise with key stakeholders and represent the organisation at internal and external meetings representing an Operational delivery focus in conjunction with incorporating Senior Clinical Expertise and Professional credibility. There will be a responsibility to ensure team adherence to the Out of Hours National Quality Standards and agreed key performance indicators to meet contractual requirements across the organisations Primary Care Services.
Provide visible and accessible leadership creating a climate where individuals understand their role and responsibilities and staff are empowered to be effective in their role.
Ensure the provision of the Out of Hours service is responsive to the needs of the patient ensuring effectiveness and that patient safety is of paramount importance.
As part of the Senior Management Team the post holder will be required to manage, constantly review and develop service delivery for all face to face services ensuring quality standards and key performance indicators are consistently met.
Participate and support the development and monitoring of clinical standards/practice for and the Out of Hours Services, using decision making based on sound clinical knowledge and judgement.
Day to day responsibilities for the safe and efficient delivery of Out of Hours services through team performance. Ensuring that the GP Clinical Lead and Managing Director are kept
informed of any issues, problems or concerns so that these may be addressed as a matter of priority.
Contribute to the organisations strategic and service development agenda, implement, monitor and evaluate any new specific clinical or operational strategies reporting back to the Medical Director and Managing Director as appropriate.
Contribute to CQUIN targets as and when required.
Manage the General Practitioner, Nurse Practitioner, Emergency Care Practitioner and Support services across Northamptonshire.
Lead on the Safeguarding agenda, supporting clinicians in ensuring internal and external safeguarding policies and processes are adhered to
Work closely with CCG Safeguarding Named Nurses in meeting local and regulatory requirements
Lead on recruitment of new staff resulting in the provision of a highly skilled and effective workforce.
Ensure effective Out of Hours resource deployment to ensure efficiency of clinical face to face services to achieve economies of scale.
Ensure that staff rotas provide the capacity and capability to deliver the Out of Hours service safely.
Ensure regular audits of staff are undertaken and fed back to staff, with the learning from trends acted upon to improve overall performance of the individual and service as a whole.
Assist in the investigation of complaints and incidents as and when required.
Participate in future agreed On-Call Arrangements.
In conjunction with the GP Clinical Lead ensure that Out of Hours staff have performance appraisals in accordance with DHU policy.
Maintain good budgetary control and identify any relevant risk to the GP Clinical Lead / Managing Director.
Undertake appropriate clinical duties as a Primary Care / Out of Hours clinician
Undertake appropriate duties as may be required for patient or operational safety within the policies of the company including the role of checking controlled drugs, emergency equipment, the clinical environment, chaperone and other duties commensurate with the role of a registered nurse where appropriate.
Develop and implement financial improvement initiatives to improve the quality and cost effectiveness of all Primary Care services.
Responsible in ensuring that all services are delivered within agreed and defined budgetary constraints.
Work closely with the Governance Lead in driving forward the governance agenda for the contract
Work in conjunction with the Governance Lead in meeting Commissioner Quality Requirements as determined and set out in the Quality Contract Schedule
Investigate clinical incidents, Serious Incidents and complaints and support operational colleagues with their investigations as necessary
Participate in the investigation of Serious Incidents and cover for the Governance Lead as required
Work closely with and support the Governance Officer in the absence of the Governance Lead and escalate any concerns as appropriate
